Guam governor withdraws support for military buildup

Mentioned as well in the recent GAO report (GAO 17-415 Marine Corps Asia-Pacific Realignment), supplementing workforce with approximately 3,000 laborers (mostly foreigners) is a challenge and the federal government must act to insure and adequately process the H-2B visas. The influx of workers not just benefits the military, but the economy and the well being of the people of Guam, not to mention a U.S. Territory.
